A new bill proposes that the purchase and possession of up to 25 grams of cannabis will be generally allowed without penalties starting at the age of 18. In Germany, THC cannabis can be obtained through "Cannabis Clubs" that are subject to specific regulations. The cultivation of the plants should be done collectively and not for commercial purposes, financed through membership fees. The greenhouses must be secure and have privacy screens. The clubs are not allowed to advertise and cannot operate near schools, childcare facilities, children's playgrounds, and publicly accessible sports facilities.
Youth under 18 years of age are not allowed to possess or consume cannabis, but they will not face criminal prosecution; instead, they will be required to participate in prevention programs if caught. The sale of cannabis remains illegal.
